The Circular Economy Centre has signed a three-year cooperation agreement with the Norwegian Arctic Cluster Team (ACT). The agreement strengthens Arctic industrial cooperation and opens up new opportunities for developing circular economy and low-carbon solutions between Finnish Lapland and Northern Norway.

New Networks and Growth Opportunities for Companies
The cooperation agreement establishes a framework for a three-year, non-binding partnership between two Arctic cluster organizations. The aim is to promote the circular economy, reduce industrial carbon dioxide emissions, and foster the development of new green value chains by connecting the industrial ecosystems of Finnish Lapland and Northern Norway.
“The industrial transition in the Arctic requires strong partnerships. This collaboration offers our companies access to new networks, opportunities to share expertise, and a structured, strategic approach to exploring new markets,” says Tuomas Pussila, Director of the Circular Economy Centre.
According to Monica Paulsen, Cluster Manager at ACT, the cooperation strengthens the competitiveness of Arctic regions. Linking the industrial ecosystems of Northern Norway and Lapland creates new opportunities for cross-border value creation and the development of sustainable solutions.
Improved Services for the Circular Economy Centre’s Clients
Tuomas Pussila, Director of the Circular Economy Centre, sees the cooperation agreement as a significant added value for the Centre’s clients. “I believe that this new partnership will enable us to serve our clients even better,” Pussila states.
Arctic Cluster Team (ACT), based in Norway, is a national innovation cluster focused on developing sustainable and resilient industrial solutions for the Arctic region. Its key thematic areas include hydrogen, e-fuels, the circular economy, and industrial symbiosis.
The Circular Economy Centre supports companies in growth, business development, and entering new markets. Cooperation with ACT particularly strengthens Nordic and international networking and creates opportunities for joint development projects for companies operating in Arctic conditions.
Long-Term Arctic Cooperation
The cooperation agreement is valid for three years starting on 17 February 2026. Through this partnership, the Circular Economy Centre and ACT aim to strengthen the industrial competitiveness of the Arctic region and reinforce the North’s position as a forerunner in the circular economy and climate-smart solutions.
